11. Meetings of the executive committee shall be held at least once a month. Special meetings of the committee shall be held whenever the President considers it necessary. On receipt of a requisition from one-third of the members of the committee, the President shall convene a special meetings of the committee within 10 days of the receipt of the requisition. The presence of one-third of the number of members of the committee shall be necessary to constitute a quorum for meeting of the committee. Seven days notice shall be given for a meeting of the committee. The notice shall specify the subjects to be discussed.
12. The President shall preside over all meetings of the Union and of its executive committee, preserve order and sign all minutes. He shall have power to convene a special meetings of the Union and of the Executive Committee whenever he considers its necessary.
13. The Working president shall assist the President and shall act for him in his absence.
14. When the President and Working Presidents are not present, the meeting shall elect a Chairman from among the members present. The Chairman of the meeting shall have a casting vote only in the case of equality of votes on any question.
15. The General Secretary shall exercise supervision and control over the affairs of the Union. He shall be responsible for

- (1)a. Conducting all correspondence on behalf of the Union.
b. Recording the minutes of the meetings of the committee and of the general body.
c. Maintaining the registers of members and other books and registers (other than account books and registers) prescribed by or under the Indian Trade Union Act 1926.
d. Covering in consultation with the President ordinary meetings of the Union and of the Executive Committee and issuing notices and Agenda therefore; and
e. Submitting the statements and other documents required to be submitted by or under the Indian Trade Union Act.
