16. The Joint Secretary shall assist the General Secretary in his work and shall act in the absence of the General Secretary with full powers conferred to General Secretary. In the absence of the General Secretary and Assistant Secretary any one of the office bearers or committee member appointed by the committee will act upon with the powers of General Secretary.
17. There shall be held in the month of March every year and annual general meeting of the Union to transact the following business.

                a) To adopt the report of the work done by the Union and consider the audited statements of the accounts of the previous year and the report of the Auditor thereon.
                b) To elect the office-bearers and other members of the executive committee for the current year, and
                c) To transact such other business as may be brought forward after notice in the prescribed manner.
18. The President may call for a special meeting of the members of the Union whenever he this it necessary and shall do so on a requisition signed by one tenth of the total number of the members in the Union. Such meetings shall be held within 20 days of the receipt of the requisition. At least fifteen days notice shall be given to the members for a meeting of the members discussed. Seven days notice shall be given to the members of the Union if the subject has not been mentioned in the notice of the meeting of the Union shall be necessary to constitute a quorum at a meeting of the members of the union.
19. Subscription from members and donations shall form the General Funds of the Union. The General Funds of the Union shall be spent only on such of those objects of the union as are consistent with section 15 of the Indian Trade Unions Act reproduced below.
                a) The payment of salaries, allowances and expenses to officers of the Trade Union.
                b) The payment of expenses for the administration of the Trade Union including audit of accounts of the General Funds of the Trade Union.
                c) The prosecution or defence of any legal proceedings to which the Trade Union or any member thereof is a party when such prosecution or defence is under taken for the purpose of securing or protecting any rights arisings out of the relation of any member with his employer or with a person whom the members employ.
                d) Conduct of the Trade Disputes on behalf of the Trade union or any member thereof.
                e) The compensation to members for loss arising out of trade disputes.
                f) Allowance to members or their dependants on account of death, old age, sickness, accidents or unemployment or such members.
